Yes, as a Dutch scouts leader, can confirm we do this at least once a year. When I was a youth member, no GPS and no cell phone either as far as I remember. At our yearly JOTA-JOTI event we up the ante by going 'hunting' for the kids by cars or bike so they try to not get spotted by the leaders until they reach the main camp site.
