As it currently stands, you can listen to podcasts on itunes online. If they decided to do "premium" content that the user would need to pay for, I would assume they would also make an android app, like they did with Apple Music. Your right, requiring a device to access content would be bad, but seeing that Apple is trying to transition to a service based model, I don't think access will that much of an issue.
