The problem is that the city as a whole benefits from the increased tourism (while you and I languish in the noise polution). My city actually prohibits the use of residential buildings for short-term lets by planning permission. Though as far as I can tell despite the hundreds of air bnb listings nobody has actually applied for it! I've appealed for enforcement to the local govt and am hopeful that this will resolve my issue. :-)
