I think you may have a few misconceptions. I don't actually believe public toilets is a major source for a UTI unless you are doing something funny like having a bowel movement and water splashing up on you. Definitely place some paper in the water to avoid splashing. The other thing, if someone with dirty hands touched the toilet paper before you used it, you could get contamination there. Personally if I was a woman I would carry a small pack of feminine wipes for urinating.
Next, lets talk about the REAL main causes of UTI. Water is the big one. A lot of women don't drink enough water and flushing your bladder is the best way to keep it clean. But what ends up happening is women are busy and need to work and not pee every 5 minutes so they will often avoid a lot of water during the work day. Then they start going 5-6 hours without urinating and bacteria starts to build up by then.
Another big cause for UTI is plain and simple improper cleaning practices. I often see this the most in obese women but it also happens in elderly, sick, and people with limited mobility and ability to properly reach down there and clean their genitals. I have heard women say they were never told to wipe from to back. She could also try washing her hands before going to the bathroom(as well as after) that way when she is wiping herself, her hands don't contaminate her bladder from the door nobs and such.
I honestly don't think public washrooms is what is causing the UTI but I do admit it is possible.
