I'd wager the later, because they're already using "introvert" to mean "low amount of socialization in the context of work." I enjoy socializing at work way more than I enjoy sitting at desk staring at a computer all day -- especially if I'm banging my head against a wall on an unrewarding task -- but that's not what they pay us for. So the claim "10X devs exists, are introvert and often lacks deep empathy" just sounds like valley-speak for "10x devs exist, and are good at focusing on their job while at work."
