Cost trade offs need to be made in a well reasoned way though. I have no idea if this applies to Boeing. But a "cost cutting culture" can be due to the internal market within the company. The widget department wants to make enough money to meet its budget. So it unilaterally makes changes to the process that affect the quality of the overall product.
