- why_only_15 7y agoIt's not a city or a town, it's a special organization provided for by Florida law that can "enter into contracts; own both real and personal property; adopt by-laws, rules and regulations and orders; sue and be sued; obtain funds by borrowing; issue bonds; and impose assessments and levy taxes on property within the district."
