Tech is male dominated, so it is a less comfortable work environment for many women, so few women go into tech, so tech is male dominated. (There are of course many other factors in play, but this is one which can be nicely isolated and is important on it's own) The principal problem with objections centered about "but why can't we just focus on talent" is that they are short sighted greedy optimizations which are actively trapping the tech industry in a local talent maximum.
