  The latter. I mean just make everyone think it's the Chinese so they won't worry about it. "Oh it's just the Chinese and we're developing our own version" is much less scary than "It's something that acts with total impunity in our airspace and we haven't got a clue what it is, how it works or where it's from". It must have been pretty obvious to the Navy this story would have been picked up by the media and widely circulated.
