i don't think this will stop those that are truely motivated to have end to end encryption. Any agents working for state sponsored stuff or criminals with means, can easily hire some programmers to create encrypted communication. setting up a basic messaging platform that kinda works is trivial, adding encryption to it, isn't too hard.
