  Hell no! Wars will be all over the place long before your pseudo "climate engineering" will mitigate global warming – and long before we will start bearing the unforeseen consequences of your apprentice sorcery. Wars will impact individual behaviors in big ways – for bad, obviously. At that point, you'll certainly realize that human beings can do collective things for good, too. Politics matters, always (like it or not). There really is no point to wait for war to try and avoid it.
