The web sites(and these days, smartphone apps which is just a wrapper of the browser) are the end user products. The web browser is, just like libc, fundamental piece of architecture. Sure, the users directly interact with web browsers GUI, but average users can't recognize the difference between the Browser, Internet, Google and Android. They are all same things to most of them. In that sense, browser and libc are the same, all users use it without noticing it.
