Ask HN: Estimate the cost of silent phone calls?

I must get at least 2-3 spoofed calls a day. There's no one on the line when I pick up the phone and it's interrupting my work and wasting my time. When I ponder the total lost productivity of everyone who gets these calls it would seem it has to be immense. How would one go about estimating that total cost?
