Qt. Supports Linux, macOS, and Windows. Supports at least one high-level programming language very well (Python). Has good tooling and a lot of support. It's LGPL, which is fine for most cases. But you could always buy a commercial license.

What about the web? Electron apps can usually run also as web apps, can QT do that?
