I just got started with postgres and have hated the procedure syntax so much that I've begged my manager to go to MSSQL or upgrade to the latest database version (I'm currently on 9.3). And fortunately, the database is small enough where this really isn't a big deal.
But my guess would be to search on the web for one and try them out.
Apparently, pgAdmin 4 has this capability. But I've never used it. They're usually disabled on default install and have to be enabled at the server. pgAdmin calls it the pldbgapi extension.
