tldr version of this theory: foreign adversary built a system to probe US advanced radar using submarine launched transparent balloons with radar reflectors mounted inside, probably with some small UAV like drone providing recon and some guidance/propulsion capabilities. These device are launched from submarines and perhaps collected by them. Then can be strategically arranged in lines and different altitudes and dynamically have their radar reflection turned on/off. This theory accounts for quite a bit of the observations. Of course I’m still hoping for ET but ... Occam's razor
