I actually agree with this. I've seen it happen but not in the way you expect. I've seen less intelligent people write unnecessary design patterns and abstractions and end up making things harder for themselves. In essence, the heavy reliance the less intelligent programmer has on writing hyper readable and abstract code ends up damaging the app overall.
