Civic honesty and duty cover most of it, I think, in the UK for example. When I was living in Saudi Arabia for a time as a kid I was told not to pick up money even on the street or I could have my hand chopped off. However much truth there was to that message, I suspect that mentality could colour the results and probably falls outside honesty and duty.
