I am not particularly concerned by a low interest in general( if we ignore the other flaws and accept this study for arguments sake). In “free” societies not that many people are engaged in politics, activism, etc. If two percent of a population is paying attention and hollers when something gross happens, and then 30% of the population joins in, maybe that’s enough.
