We are in that phase of the story where the villains are pupating, given resources, and time to develop their own hyper efficient Amtssprache and narratives of self importance. Sooner or later destiny cannot be escaped and it takes everyone to a point of no return. And then the great war begins and the heroes arrive. The entire cycle would breakdown without good villains.
