It's how the democratic process is suppose to work, there is nothing "abnormal" about it. In the US at least, immigrants come here and eventually get to take part in the political system like everyone else. It's been happening for hundreds of years. The only thing I could think that would make it seem abnormal to you is the demographic of the immigrants.
