According to a 2011 literature review, caffeine use is positively associated with anxiety and panic disorders. At high doses, typically greater than 300 mg, caffeine can both cause and worsen anxiety. And > Caffeine-induced anxiety disorder is a subclass of the DSM-5 diagnosis of substance/medication-induced anxiety disorder. However I will note that it does list a bunch of positive effects of caffeine use; including reduced risk of depression ("although conflicting results have been reported").
