One of the best examples of this is US Student Visa system. US Consulates in India hold hundreds of events each year to entice Indian students to USA. They also actively tell students about their wonderful OPT and CPT programs and how they can convert to H1B later. When an Indian student appears before the consulate officer the student must convince the officer that he/she will promptly return back to India after studies are completed. Even though it is perfectly legal to get a student visa, then work on OPT and get your H1B through lottery it is not something you can admit to the visa officer.
