No. Web Request will be accessible via Enterprise Group Policy, but ordinary extensions installed by individual users won't be allowed to use Web Request to monitor all web traffic.

- dfabulich 7y agoThe non-blocking observational capabilities will also be severely curtailed. Network requests won't be observable without permission from each host that the extension monitors.
