I would say its definitely part of a bigger strategy. Simply put, now that Apple is focused on being a Services company over a Hardware company, it doesn't make financial sense to limit its availability to only Apple device users. I don't doubt for a second that they will make the services behave in a way to drive users towards adopting their hardware too - such as gating certain functionalities.
