Also solar + battery is (very roughly) only double the rate cost right now, so you aren't really stranding people. I've been to farms with solar + battery only and it's totally fine. Back in the 1936 (rural electrification act) it was electric line or nothing, you were upgrading from candlelight. And it's $20,000 for a solar + battery system versus rate payers subsidizing (using your numbers) $95,000 for an electric line. It seems a bit weird.
