It doesn't say anything firm, denies reality ("won't interfere, except it will impact uBlock"), etc. Also, according to the article, Google has since confirmed that it isn't going to budge, at all, on any of the issues that the comment you quote (which was from January) is addressed to. It's not something I would put any credence in if my app or org depended on it.
