In the 'Reader' Apps section, Apple says

Whats the yearly fees you pay to publish to App Store for?
- george_perez 7y agoThey said commission. As in, they receive no commission from those apps from Apple offering support, hosting, and distribution. Which makes absolute sense because they are Reader apps and have no way to generate money inside the app to Apple (hence, no commission). It’s $99.
