I wonder if public discourse and pop culture in the US will switch from paranoia as a bad or laughable thing (tinfoil hats! area 51!) to paranoia as a civic dut

I wonder if public discourse and pop culture in the US will switch from paranoia as a bad or laughable thing (tinfoil hats! area 51!) to paranoia as a civic duty (to some degree, as in WWII and the Cold War). Though it's more jingoistic, I find the latter less infantilizing, when it's coupled with a guarded paranoia about the US too.
