- october_sky 7y agoThey do. That's why governments have different departments (DHS and DOT in this case) and associated, prioritized budgets.
- icxa 7y agoNo I am talking about more directly. As an obvious example, in wartime everything goes to support the defense of the nation and is shifted to support that goal.
