So one way to say it is that high-level languages are like porno, "I know it when I see it." Another way to say it is that there's machine language... and everything else. Or fill in the blank for machine language, "C is the last low-level language, everything more abstract is a high-level language".
It's tempting to think of memory-managed languages as high-level languages, but then there's Java...
Ratio of code size to payload is of course another metric.
