Yes it's terrible, it's like they've just given up. I started just at the beginning of the OS X era and the documentation was already much less good than the classic "Inside Mac" stuff, but they did at least attempt to keep it up to date for a while. But over the last ten years it seems to have got a lot worse. I don't do so much low level Windows stuff but my perception is that the quality has dropped off significantly there, too; I remember local installs of MSDN being really complete and easy to use, but last time I looked online they seemed to have moved away from that and it was just a mess of broken links and missing info.
