Why is pivoting something to be criticized? They tried something out, it failed, and found that this other use case is far more compelling. For most startups, people would call that a success. Why is it something that's being criticized here? Just because it's Google (or Apple, or Microsoft, or any other big company) doesn't mean they know the right answer from the get-go. They're allowed to fail just as much as anyone else.
