I think we may find such schemes happen as we miss our CO2 targets and may need to urgently limit global temperature rise. A controllable sun shade in space would be my preference over consigning regions of earth to heat dumping grounds. But such geohacks will not be able to target the ecological disruption of local heat pollution or make water resources abundant where they are scarce, they will just perhaps be able to ameliorate a global emergency.
