I lived in SF for 20 years and now live in NYC. I see young homeless people here all the time but they generally look very down and out. The ones you see that are care free with the dogs are more "travelers" that benefit from the good weather on the west coast. A lot of the more permenant homeless population in SF are mentally ill with nowhere to go.
