i was surprised too. here's where i looked it up: https://www.census.gov/construction/chars/completed.html https://www.census.gov/construction/chars/completed.html (specifically the metro data). not having looked into it further, i'm guessing that most new (SFR) housing starts are at the margins of the metro area, not in/near the center.
