It absolutely means that, and I've seen it play out like that. But "that guy tried to rob me, so I stabbed him" isn't awesome. The goal is harm reduction, not evening of stakes. An eye for an eye isn't helpful when you're trying to reduce total eyes lost. I can understand why vigilante security/justice is sometimes better than none, but I don't consider it a great solution, especially at scale.
