I couldn't find it either and I finally figured out why. The name changed between editions. The first edition was named The Effects of Atomic Weapons. The revised first edition is from Sept 1950. Searching the Google Books scan mentions the Independence. So you are correct on that. I still think these tests and towing the Independence back to SF were stupid. But I'll grant that I got the timelines wrong.
