Not sure how this should shift people's attitudes towards taxes. Do we increase them to encourage charitable giving or decrease them so the rich have more to give? At some level this type of thinking lets government off the hook. Philanthropy by the ultra rich is not a solution to government waste and won't solve the fundamental problems in the US government.
