It's very clearly targetting Uber's IPO by retroactively applying the tax to May 7th. Though even the legislation seems uncertain that's legal. It has a provision that if retroactive taxation is "held to be invalid or unconstitutional by a decision of a court of competent jurisdiction" then it will apply as soon as the new law is introduced...which seems the more usual way of doing things. (Was a pain to find...none of the news coverage linked to it.)
