Far out hypothetical: Laws and regulations can be passed / amended that allow companies to cut the hours of employees by half and allow them to hire twice as many people. This produces more jobs, but I do not believe it's a positive. Maybe there is another metric that can be included to better represent if job grow is having a positive. Maybe under employed captures this. I don't know.
