For the moment it's just a tiny language and interpreter I've been building, taking inspiration from other rule-based systems. We wanted something that'd run in our application and we're running PHP (:-/) so I didn't have too many options. (I'd really love to open source it once it's complete, but we'll see.) I'll have to look into Answer Set Programming more as I havn't seen it before. Thanks!
