I suppose the issue with it being opt-in is that legacy, unmaintained internal tools won't have the opt-in mechanism

  Your domain admin could enable IE mode for certain sites and block it for all others.

  I'm pretty sure it'll be via a Group Policy setting set by your Domain/System administrator for a list of sites/tools that require it.
