I'd be a little suspicious about this 'paper', as the only record I could find on it is this PDF http://www.world-psi.org/sites/default/files/documents/research/en_ubi_political_overview_2019.pdf http://www.world-psi.org/sites/default/files/documents/resea... It has very few sources or figures, and mostly consists of a bunch of statements without support. They're also using a broken tinyurl to link to the full paper, which doesn't seem available.
