It is not open data. You still can have proprietary blocks of info inside the file. The lack of open source tools to manipulate the format is a major hindrance IMHO. It is also a very space wasting as well when people only do a bitmap dump into the file for scans. Forms are also an area that is not open source either. It has so many hacks and kludges, it would be better if it was trashed and we start with postscript again.
