Politicians are quick to mouth the right phrases like 'We will have freedom of the press', but unfortunately to them, “We will” can well mean “we intend to”. And “we intend to” can mean “we're thinking about it”. And sometimes “we” can mean “you (as in anyone but us)”.
To paraphrase a quote from Batman Begins, '(It's not what you say), it's what you do that defines you'. Unfortunately, hosting UN events won't make you have freedom of press if you can't back it with the 'do'.
