A language that doesn't encourage its users to re-invent wheels and to instead craft re-usable modules that work well across hardware and locality changes through solidly tested and reviewed foundations would help improve productivity while still being comprehensible to everyone. This is the power of runtimes like the JVM and BEAM but is not really integrated into any language particularly well IMO. I'm thinking of a language that integrates algorithm constraints beyond types into the runtime into something more like a meta-runtime that helps run functions run with the appropriate level of resourcing.
I'm just hoping that someone at compile time will be told "warning: function will take 2M cores to sort an arbitrary list within 20 ms"
