That's what I do too. I have a git repo with submodules for each library and service that's related to the overall thing. So, while I'm working on it, locally, it almost looks like a monorepo, but the way things are built, run, deployed and stored in remote git is as separate repos and artifacts. If changes regularly involve multiple submodules, then I know that the boundaries are wrong and refactoring is needed.
