It’s sad to hear you had such an awful experience. I think every society that introduced allowances for the disabled has been better of as a whole for it. I was thinking with my engineering brain for a simple and obvious solution to a simple and obvious problem. So sorry if that came out as a something dismissive. But yeah looking from so far away it seams California has much bigger problem than plastic bags...
