The first point seems to be the major focus of the project - it was developed entirely within IIT Bombay, which is one of the top 10 schools of India. As to the second point, the people in power within the Indian government, even the self-appointed "technocrats", are ill-informed on cybersecurity and generally only take on endeavors that appeal to a largely uneducated electorate. The Indian government seems to be focused on technology that helps meet basic bureaucratic needs, like Aadhaar (https://en.wikipedia.org/wiki/Aadhaar https://en.wikipedia.org/wiki/Aadhaar).
